Chandigarh administration warns building owners - action for failing to install rooftop solar plants

Chandigarh, December 1


In the effort to reduce the dependence on non-renewable resources, the Chandigarh UT administration has issued a fresh warning to building owners if they fail to install solar pv plants on their rooftops as per the building bylaws. Installation of rooftop solar pv plants is compulsory on buildings in Chandigarh city.

In a recent meeting between Chandigarh Renewal Energy and Science and Technology Promotion Society (CREST) and under the chairmanship of UT Adviser Dharam Pal the main points discussed was that multiple residential, commercial and industrial buildings have not complied with the compulsory rooftop solar installation orders issued on 18 May 2016.

The UT Administration had made rooftop solar power plants must in new properties measuring 500 sq yds and above and in group housing societies. The Adviser directed all such building owners to install solar power plants immediately, failing which necessary action would be taken against them. He also directed to make an year-wise action plan to achieve 75 MWp of solar power plant installation in the city by Independence day, 15th August 2023.


The Administration had already approved a scheme to implement rooftop solar project on private residential buildings under the Renewable Energy Service Company model. Under this scheme, a private company will install solar panels without taking any money upfront from property owners. It is important to note that though this scheme is approved, still it is not yet in force. The owners will only have to provide adequate space on the rooftop for solar plant installation and in return they will get electricity at Rs2 per unit discounted than the existing rates for the next 15 years even if the electricity rate increases.



After the completion of 15 years period, the company will hand over the solar plant to the owner. The firm will recover the cost by selling the energy produced from the plant. This is a very common PPA method which is generally used in case of industrial installations all over the world as it is much profitable for solar plant installations and the property owners. For residential segment, only time will tell as to how this scheme will be implemented and how successful it will be.
